Because they have the ability to kill you during an important operation. So in other words, they are "practicing" on you while you're under anesthesia.

That process you just defined is called an operation not practice. Why do they need to practice? Are they not qualified to undertake life and death situations?

With the way they're avoiding the Hippocratic oath, I'd say they're not qualified at all. That's why I don't go to any doctors in this country. If I get sick then I just hope I don't die.

They are always practicing because there is always new things to learn and room for improvement in that field. (I know I'm not Doc, but I had to throw in my take on it )

All professional designations use the term "practice"... e.g. law practice, medical practice, clinical (therapeutic) practice, etc.... The term does not refer to trying new things to see how well you'll do (!), it references the process of putting to use a body of professional knowledge...
