| contacting ebay. show them a receipt that you paid the guy. they will contact him to tell him to send the book. if he doesnt in a certain time you get your money transfered back. that as far as i know. i may be wrong.

If you log into your credit card site and the withdrawal has been made, then she has your money deposited in her account. Therefore she is obliged to complete the transaction immediately. Whatever anal retentive changes or upgrades she wants to make to her PayPal account is inconsequential to you and your transaction.
Tell her that and if she doesn't comply, inform her that you are willing to initiate an Ebay & Paypal breach of contract dispute and any further legal action neccessary.
It may be a bluff (or not) but that should shake up that sheister a bit.

Everything V8 said, plus... in the future, read the details on seller's page; they sometimes have policies about credit cards (i.e. they may not accept a credit card payment). If they have disclosed this on their page and you paid with a credit card anyway, it's on you.
