xD i know about ip addresses dont worry. the problem with your plan is a simple restart of the router will issue the person a new ip address unless they have a static ip and most dsl providers are dynamic ip unless you get it for a company that NEEDS static ip in which case you would have to pay extra for it. for a more permenant ban write up something to get the guest's mac address which is the pchysical address of a ny device that connects to the internet. that one is much harder to change.
the usual syntax for mac address is **-**-**-**-** the "*"'s being a combination of numbers and letters.
EXAMPLE: my phone's mac is 00-1C-CC-09-**-**
ip addresses are not directly linked to a computer. in the old days of dial up you they were. now they are connected to a router or a modem. the modem then connected to a node within the area of the router. ip bans accomplish nothing.
EDIT:
geo ip location said i live in virginia. >< look at my location

That would not be possible, by the time the packet arrives at the server it won't have the original MAC address anymore.
Internet connection is done using TCP/IP packets. Outgoing packets sent from your computer do not contain the MAC address, only the originating IP.
